Commentary:

Anyone can file a request. Initial response time is ten business days. Appeals go to the university’s chief administrative officer (the response letter from the university will tell you where to send an appeal). If the chief administrative officer upholds the decision to keep documents from you (or if the officer doesn’t make a decision within five business days), you can appeal to the State Records Committee. Fees can be charged for search/retrieval and duplication. Under the law, universities are “encouraged” to waive fees if the request “primarily benefits the public rather than a person.”
